Independent Economic Analysis

RDS may act as independent consultants to public and private entities and provide required updates and/or revision to the underlying socioeconomic growth forecasts for Metropolitan Areas, including population, employment and economic factors. The final product may act as a stand-alone report or be included as an Appendix to required traffic and toll revenue studies, providing independent cross checks on the baseline socioeconomic growth forecasts.

Review for Reasonableness: RDS will review the latest socioeconomic forecasts for accuracy and reasonableness, detailed to Traffic Analysis Zones as provided by the client. Review shall include both public and private sector activity in the region which would influence traffic patterns and volumes.

Verify Assumptions with Regional Experts: RDS will confer with city and county planners, economic development officers, major developers and others conversant in development activity and the future outlook of the DFW MSA.

Examine and Forecast Regional Economic and Development Trends: RDS will identify and forecast

major emerging economic trends which reflect the level and distribution of future socioeconomic growth

in the MSA, such as patterns in land use, transportation improvements, and major planned developments.

Corridor Examination: RDS will provide guidance to the client regarding future issues or trends which may

affect the traffic patterns or volumes in close proximity to the review Corridor. We will also identify any

special traffic generators or conditions which need to be given explicit consideration.

Regional Economic Cycle Impacts: RDS shall prepare forecasts which provide guidance on "low-mid-high" economic scenarios which may affect growth trends, such as regional economic cycles of expansion and recession or major shifts in demographic or economic generators.

Fully Documented Methodologies and Sources: RDS shall provide this independent economic analysis with full citations for methodologies, sources of development trends, projections, and narratives, defining and detailing important issues affecting future socioeconomic growth near the review corridor
